TwitterHawk is a web app that allows users to generate automated @replies based on keywords and location.

The Good:

TwitterHawk is really designed as a targeted advertising and lead generation application. There is a high level of customization of search criteria for generating targeted automated @replies. It is a “set and forget” type of service. It is configured not to overstep Twitter’s call-rate limit. TwitterHawk is also quite vigilant about spamming.

The Not-so-Good:

TwitterHawk does a very good job carrying out its stated purpose. It sends out targeted @replies. One point of concern might be the requirement to provide one’s Twitter password (despite a promise of encryption). There is also a long list of words that are not allowed as search terms. This is to prevent spam, but it’s along list of somewhat ordinary words: could take a while to figure it all out.

UPDATE: TwitterHawk is no longer a free service. The price: “a tidy 5 cents per tweet sent via TwitterHawk”.
