The Good:

TwitSeeker allows you to search for other Twitter users based on keywords relating to tweets rather than bios. There is also a location-based search variable. There are other customizations possible as well. The results can be interesting, and sometimes odd, but it does allow you to follow others from your search results. In this way you can quickly build up a community based on tweeted topics.

The Not-so-Good:

TwitSeeker is a capable search engine, and does allow you to build up your Twitter community. One concern for some users may be that in order to perform a search, Twitter credentials must be provided (including password), and there is no stated privacy policy.
